Why? There is nothing wrong with them hosting a world cup. For Qatar, for example, something would be wrong if they hosted it, because many terrorists from Saudia Arabia will come, invade Qatar, and will bomb themselves. Look at Iraq for example, northern Iraq is far from Saudia Arabia, but yet, terrorists came, invaded Iraq, and now they are driving Iraqi Christians out of Iraq. But for Russia, there is nothing wrong with Russia, Russia is a developed country, it's okay if they hosted the 2018 FIFA World Cup.

Who knows what will happen over the next four years with the crisis in Ukraine and Russia's involvement. But for know they are the host.
Russia will host a great World Cup. No one cares if USA boycotts it
Because they can
America may boycott and not play in the 2018 World Cup, but the world cup will continue to be held where scheduled.
Because a counsel of FIFA selectors chose that location many years ago and preparatory work has since commenced. To cancel that now would cost them millions if not billions of dollars and would cause tensions in that part of the world to increase. While it may not be the ideal situation for a World Cup, I'm fairly certain FIFA will manage to work this one out.
Now Qatar on the other hand......
They might not be. Germany & the other teams might fear that their planes will be shot down out of the sky.
Because they were chosen to host it. FIFA aren't going to change the venue just to make the Americans happy.
