b, false. The penalty is retaken by the penalty taker. Happened in the Arsenal vs Everton game where Arteta took it put Giroud encroached so he had to retake the penalty. Hope this helps you! :)

It would depend on which team were taking the penalty; if it was Man U the penalty would be taken again but if it was someone like eg Stoke City taking the penalty against Man.U, M.U would get a free kick and the player who encroached the penalty area would probably be sent off.

Dave and BJ are right. Penalty need to be retaken. And possibly player that stepped in the area too early booked (yellow card).
