Van Gaal will probably go with a 4-3-3, so here's my realistic line up for next season:

CB - De Vrij
CB - Phil Jones
LB - Luke Shaw
DMF - William Carvalho
CMF - Ander Herrera
AMF - Juan Mata
RWF - Di Maria
CF - Van Persie
LWF - Rooney
This formation is similar to the 4-2-3-1, so I'm okay with it.
Here's my ideal first and second choice players for the line up and I'll try be as realistic as possible, in terms of players coming in:
GK - De Gea and Lindegaard
RB - Rafael and Varela
CB - Phil Jones and Evans
CB - Howedes and Michael Keane/Smalling maybe one of them sold
LB - Luke Shaw and Blackett
DMF - William Carvalho and Fletcher or promote youth player
CMF - Ander Herrera and Carrick or promote a youth player
AMF - Juan Mata and Nick Powell
RWF - Januzaj/Valencia
CF - Van Persie and Henriquez and James Wilson
LWF - Di Maria and Lingard and Welbeck
I'm thinking maybe Valencia should leave so we can give a young winger like Lingard more of a chance, though at the same time, I think Valencia can be key.
I don't want us to have too much talent and end up having some of the leave and become awesome and us ending up regretting it.
If Rooney can't perform well on the wing and isn't happy there, then he can leave.

If only we got Strootman when he was a lot cheaper.
I would have bought Gonalons, Javi Martinez, Khedira, Kondogbia, Luiz Gustavo or William Carvalho to play alongside him and we'd have a good, young and very talented midfield with creativity, physicality and steel.
This is the real line up at the moment okay, no need for dreaming.

as you can see Juan mata who is their best player must make way for the overpaid fan favorite Rooney.
Out of the most frequently rumoured players I would prefer:
GK: De Gea
LB: Shaw
CB: Indi
CB: Vrij
RB: Rafael
CDM: Strootman
CM: Herrera
CM: Januzaj/Mata
LF: Depay
CF: RVP/Rooney
RF: Cuadrado
I see little value in Carvalho and little room in midfield for Rooney now we have signed Herrera and are looking like playing a 4-3-3 which leaves no room for Rooney in all honesty, even though I think he would be a better CF than RVP.
Indi and Vrij have performed very well in the WC and would be sort our back line with Jones, Evans and Keane there to rotate in.
I would like Javi Martinez over Carvalho but Strootman is a good and possible middle ground.
You need two new centre halves (one of which should be Vrij) and a new solid right back, Rafael is absolutely rotten.
Another question is are you willing to spend so much on Carvalho?
As stated above Rooney should not be played out wide but in the centre. It'll be a difficult decision to choose the attacking front, especially if players can stay fit.
