Balotelli is the more naturally talented player, but there are signs that he has already reached his peak, and of course there is always the risk factor that he brings.
Welbeck is still improving at an impressive rate, and has spent much of his career being played out of position. Also, he is a better team player, has a great range of passing, and brings others into play much better than Balotelli does.
In a couple of years time, Welbeck is likely to be at least as good as Balotelli, and so for ￡16m is the better buy.
Well Balotelli is a more technically gifted player but he is not a professional and his volatile nature makes him a risky signing for any top club. I'd go with Welbeck. He is a hard worker and may not be as talented as Balotelli but he can do a job that the manager tells him to do and will not complain.plus he doesn't set his house on fire.
You would be taking a huge risk spending any sort of money for a player like Balotelli who in my opinion is crazy.

Balotelli at the minute but if he starts acting up like a child in a few months time then I'll of changed my mind to Welbeck.
On his day, Balo is a great baller but if you want week in/week out consistency then Welbecks the better signing. He always tries his best whereas at times Balotelli can be lazy.

Welbeck will always put in a solid shift and sometimes a very impressive shift as we saw against Real. With Balotelli it is either a very impressive shift or a sh!t shift and it is normarlly a sh!t shift. Balotelli is a major gamble and Wenger does not like to take a major gamble. He would rather have someone who always puts a solid shift and sometimes a impressive one then someone who always performs sh!t and sometimes the impressive one.
Obviously Balotelli, but at least Welbeck isn't going to get lost in his bib or burn down his house.
