It's the jersey of Portugal's National Team. And if you mean to ask if this is issued to the players, yes they are. If you mean to ask if this is given to a fan by a soccer player then this picture is not enough to examine it. If there's a signature then it is ofcourse. It was for the 2013/14 season. And the 2014/15 season just kicked off a few days ago so this isn't used by the Portugal NT anymore in official matches as there are new jersey designs for every season.

Can anybody confirm of this jersey is truly player issued soccer jersey?
