Jack Wilshire was once thought of as the best young English talent that would eventually become world class, I doubt he'll become that now it seems like money and fame have taken over and he's not fully dedicated to football.
No, they're different types of CM. Wilshere is much more attacking and energetic whereas Gerrard sits back and holds a deep, defensive position. So no, Wilshere isn't really the next Gerrard unless you consider skill then probably yeh.
It all boils down to injuries. Steven Gerrard was injury prone in the early stages of his career, yet went on to collect over 100 England caps and inspire his club to all sorts of trophies. He may yet still lift the Premiership as well. Jack Wilshere has been stop-start so far, but that is all due to injuries as well. He may turn out to be the main man for club and country over the next decade as well.
Its a very diplomatic answer to say one is better than other. Gerrard plays more defensive midfeilder but Wilshere play more attacking midfielder.

Gerrard actually had ability to back it up, watch his videos of 2004-2009, he was an immense complete midfielder in his prime and he carried his team to a UCL final and won it.
