Why is that stupid? Balotelli is one of the best players in the world when he is on form he is almost unstoppable. Yes there is always going to be a liability with Balotelli because you don't know how he is going to behave, but believe me Rodgers will have factored this in before signing him. Perhaps Rodgers thinks he can get the best out of him and make him a more professional and mature person.
IMHO Liverpool is a good spot for him and he would be good for Liverpool. It would certainly be good to have him back in the PL
