I look at it as they are trying to counter attack, when they had the ball, they had few players running and hoping to counter attack and they didn't clear the ball constantly when they got the ball from Holland.

Either way, they deserve credit because Holland didn't exactly play to their best and Costa Rica's defending has been entertaining to watch.

Theyre hoping for penalties. Which the dutch are pretty successful at, so i dont know what they want
